Howard-Browne is known for introducing holy laughter in Carpenter’s Home Church, Lakeland (Florida) during a series revival services in 1993 with Karl Strader. The revivals of holy laughter spread to other nearby churches in Melbourne and Titusville as well as Stuart, Vero Beach, Florida. Howard-Browne is known for bringing the holy laughter to the charismatic Toronto Airport Vineyard Church, soon after it was expelled by its parent Vineyard Church. This revival took place in 1994 in Toronto, Canada, with Randy Clark (known as the “Toronto Blessing”) and then, a year later, to Assemblies of God Brownsville Church in Pensacola (Florida) with evangelist Steve Hill. In Christian circles, the Brownsville Revival was named after this event. Howard-Browne was also a minister under Pastor Mike Rose at Juneau Christian Center, formerly the Bethel Assembly of God in Juneau, Alaska.
